My iPhone is constantly running out of storage because my photo library has gotten way out of control. I hit a wall at around 20,000 photos and videos. At some point I quit pretending I was going to sort them all by hand. One trip, one birthday, one lazy Sunday, and my library grew by a few hundred more. Apple Photos helped a little, sure, but mostly with exact duplicates. If your main problem is storage, I would not start with albums. I’d start with bulk cleanup, then organize what survives.
I agree with @mikeappsreviewer on one point, Clever Cleaner is one of the better picks for iPhone photo cleanup. It’s useful when your library is full of duplicate shots, similar pics, screenshots, and bloated videos. For pure space recovery, it does more than Apple Photos on its own.

- favorite your best photos
- let the rest stay unorganized
