I found duplicate photos in the Photos app on my iPhone, but the merge option is missing or not working like I expected. I’ve checked my library and tried again, but I still can’t combine the duplicates and clean up storage. I need help figuring out what I’m missing and how to merge duplicate photos on iPhone.
I started with the built-in Apple option first, and if you haven’t tried it yet, I’d do that before anything else.
Open Photos. Scroll to Utilities, or Collections > Utilities on newer iOS builds. Tap Duplicates. Then hit Select, Select All, Merge.
What iOS does here is pretty decent. It keeps one copy, pulls together the metadata it finds, and sends the extras to Recently Deleted. One thing I noticed after a big import, the Duplicates section did not fill up right away. Mine took a while. A few hours, give or take, since the scan runs in the background.
The catch is simple. Apple only handles exact duplicates. Same file, same photo, same thing. It does not catch near-matches, like:
- Three shots of the same receipt
- Burst photos from one moment
- Five attempts at the same sunset
- Pics taken a second apart
Those stay untouched because they are separate files.
For stuff like that, I ended up using Clever Cleaner. What pushed me there was the similar-photo detection. Not only exact copies, but those almost-the-same images that pile up quietly until your library gets messy.
My usual flow looked like this:
- Install Clever Cleaner from the App Store.
- Let it scan the library.
- Open the Similars tab.
- Run Smart Cleanup, or go group by group yourself.
- Put back anything you want to keep.
- Confirm the cleanup.
- Empty Recently Deleted in Photos if you want the storage back right away.
A few extra parts of the app turned out more useful than I expected:
- Heavies shows the biggest photos and videos first, which is handy if storage is tight.
- Video Compression shrinks large videos without removing them.
- Screenshots makes it easier to wipe old screenshot clutter in batches.
- Lives turns Live Photos into stills.
- Swipe gives you a fast left-right pass through your library, which felt quicker than tapping around in Photos.
If you want to avoid third-party apps, there are still a few decent manual options:
- Use Search in Photos to narrow things down by person, place, object, or event. I did this for vacation pics and it helped.
- Check Burst albums and keep one winner.
- If you use Photos on a Mac, Smart Albums make manual cleanup less painful.
- Look in Recently Deleted after any cleanup. Until you clear it, your storage does not come back.
So yeah, for exact duplicates, Apple’s tool works fine. I had no issue with it. For the bigger mess, all those nearly identical shots you forgot about, a tool that spots similar images does a lot more of the heavy lifting.

If Merge is missing, your iPhone usually fails one of Apple’s reqs.
Check these first.

iOS version.
Duplicates in Photos needs iOS 16 or later. Older iOS, no merge option. Period. -
Photo source.
Some synced photos from a computer, shared albums, or certain imported items do not support merge. Apple treats them diferently. -
Processing time.
After a restore, import, or iCloud sync, Photos has to index the library first. On big libraries, this takes hours, sometimes a day or two if the phone is charging and locked. -
Exact match rule.
I disagree a bit with @mikeappsreviewer on one part people miss. The issue is often not that Merge is broken. It’s that Apple is doing exactly what it was built to do. It merges true duplicates, not similar shots. Two sunset pics taken 1 second apart are separate images, so no Merge. -
iCloud Photos sync state.
If iCloud Photos is still syncing, duplicate detection may lag. Check Photos, then your profile sync status. -
Restrictions or bugs.
A restart helps more than people want to admit. So does updating iOS. Some users also fix it by turning iCloud Photos off and back on, but I’d avoid that unless sync is stuck for days.
If your goal is iPhone storage cleanup, not strict duplicate merging, use a similar-photo cleaner instead of waiting on Apple. Clever Cleaner is better for near-duplicates and clutter Apple ignores.

Short version. No Merge usually means unsupported photos, old iOS, indexing delay, or the pics are similars not duplicates. Tha’ts the part Apple does poorly.
What @mikeappsreviewer and @reveurdenuit said is mostly right, but I’d push one extra angle: sometimes the Merge button is missing because those photos are not actually in your local Photos library in a way Apple can manage. If they came from Messages, WhatsApp saves, files imports, or old Finder sync batches, Photos may show them, but not treat them like normal mergeable duplicates. Annoying, yes. Very Apple.
Also, the Duplicates album can just disappear for a while if Low Power Mode is on a lot, battery is bad, or the phone rarely sits locked and charging. The scan is picky. It’s not always “broken,” it’s just slooow.
One thing I disagree on a bit: turning iCloud Photos off and on is usually overkill and can create a bigger mess than the duplicate issue itself.
If Apple’s tool still won’t cooperate, I’d stop fighting it and use Clever Cleaner for iPhone duplicate photos and similar-image cleanup. That’s usually the faster route if your real goal is storage cleanup, not Apple-pure “exact duplicate” merging.

If storage is the main problem, Clever Cleaner makes more sense tbh.
A thing I’d add to what @reveurdenuit, @nachtdromer, and @mikeappsreviewer said: sometimes the missing Merge button is caused by permissions weirdness, not just indexing or iOS version.
Check Settings > Privacy & Security > Photos. If another cleaner app or a past restricted setting left Photos access in a weird state, iOS can behave inconsistently. Also make sure Screen Time restrictions are not limiting photo changes.
I also would not assume the Duplicates album is the source of truth. Apple’s detector is conservative and sometimes just skips items that look obviously duplicated to a human. That is by design, but it feels buggy.
One more edge case: if one copy is edited and the other is original, Photos may stop treating them as mergeable duplicates. Same with one item saved from another app in a slightly recompressed format.
If your actual goal is cleanup, not Apple’s exact-duplicate merge, Clever Cleaner is a practical backup.
Pros:
- finds similar photos Apple ignores
- quicker for large messy libraries
- useful for screenshots and big files too
Cons:
- third-party app, so some people dislike granting photo access
- you still need to review results carefully
- “similar” detection can occasionally group shots you wanted to keep
So yeah, I’d stop treating this as “Merge is broken.” Often it is “Apple does not consider those mergeable.” Different problem.
